The amendments to the Constitution did not specify any changes to the President’s authorities and duties. But the only relevant provision required the President to be over 55 years old and hold Mongolian nationality for a minimum period of not less than five years and set the Presidential for a six-year term. According to the current law, a presidential nominee must be over the age of 45 and the electee holds the position for four years.
The working group and other subgroups comprising of lawmakers, researchers, and members of the Parliament have prepared the amendments to the Constitution. The draft on amendments to the Constitution of Mongolia was submitted to the Parliament yesterday. It is prepared to change 20 articles of the Constitution to bring significant changes to the development, livelihood of the people, economic growth and governance policy.
The law amendments to the Constitution were signed by about 65 MPs. However, some members of the DP and the MPP caucus did not sign. This is the second amendment since the adoption of the bill in 1992, which was later amended in 2000.
The working group established by the Parliament will make amendments to Article 20 on five sets of issues. For example, “Changing the impoverished seven provisions of 2000”, “Strengthening parliamentary democracy to ensure the governance of people”, “Increasing accountability and ensuring accountability”, “To increase accountability of the judiciary and to ensure independence”, and Improving local management system will be discussed separately in a 7-9 day break. It is also expected that a public referendum will be held in connection with changes in the constitution.
However, the Prime Minister’s authority is increased in the draft law. For example, the majority or 39 MPs can disqualify the Prime Minister. If the Prime Minister has proposed to resign, the next submission will be displayed together. The prime minister will be considered as officially appointed when the Prime Minister appoint and dismiss a member of the cabinet and present to the President and the Parliament.
