The Citizen’s Representative Khural of the Capital City approved the Master Plan on Reducing Air Pollution of Ulaanbaatar city during its 17th regular session. Capital city’s air pollution is caused by households and private entities’ 3200 low pressure boilers in ger districts (80 percent), 400 vehicles (10 percent), thermal power plants (5-6 percent), and road dust and burning waste (four percent). Measures taken by the capital city administration do not seem to yield good results yet and more citizens and children suffer from respiratory diseases. Therefore, it is crucial to implement certain policy and measures that will make substantial changes on reducing air pollution and provide proper technical equipment and financing. In coherence with the Mongolia’s Sustainable Development Vision-2030 and provisions of the Citizen’s Representative Khural, Master Plan on Reducing Air Pollution of Ulaanbaatar was drafted by an expert team that included scholars, ecologists and engineers. The expert team drafted the Master Plan based on scientific ground by studying the special features of the geographic location and climate of Ulaanbaatar city and their influence in air pollution.
The Master Plan will promote civic engagement in reducing air pollution and foster healthy lifestyle and will be implemented in two stages 2017-2019 and 2020-2025. According to the expert team, Master Plan will allow reducing the air pollution by 30-35 percent in 2018-2020 and by 70-75 percent by 2025. Members of Citizen’s Representative Khural by their decision instructed the Governor of Capital City and Mayor of Ulaanbaatar to implement the Master Plan and directed the chairs of Khural to monitor the implementation. At the meeting, members of Democratic Party group of the Khural asked questions about re-planning of the capital city. In particular, they interested in the implementation of construction projects of the sub-center infrastructures in Selbe, Bayankhoshuu, Yarmag, Dambadarjaa and Denjiin Myanga area. They also asked a question why the guidance of re-planning housing project financing has not been approved yet. In response, Governor of Capital City and Mayor of Ulaanbaatar Batbold Sundui noted: “Within the re-planning of the capital city, many construction projects are underway. Sub-center infrastructures are under construction”.
